First, Assad really was following the neoliberal policy line, trying to curry favor with the Americans, and particularly stupid in light of the serious problems caused by the drought. This gross stupidity gave opponents of the regime a foot in the door - legitimate suffering exacerbated by government economic policies - they would not otherwise have had.
Secondly, and absolutely crucially, you look like an absolute fool if the first element in any analysis of any Middle Eastern policy decision by the Americans, always, isn't the role of World Jewry and Yinon. It is as if a patient comes into an emergency operating room with a gaping gunshot wound to the chest and the doctor decides to concentrate on checking if the patient has a hangnail. A few passing references to Israel won't cut it.
